support for zone transfer for kubernetes (#1259)

Hook up dynamic SOA serial by setting ResourceEventHandlerFuncs in
dnsController.

Add prototype of returns msg.Services via the Transfer function. Leave
expanding this to RRs out of scope for a bit.
