Directly manage layerUploadState in webapp
Most of this change follows from the modifications to the storage api. The driving factor is the separation of layerUploadState from the storage backend, leaving it to the web application to store and update it. As part of the updates to meet changes in the storage api, support for the size parameter has been completely removed. Signed-off-by: Stephen J Day <stephen.day@docker.com>
