Document field values of instance constructed via `NewSplitInfo`.
Assert the values in corresponding unit test.

Document that `SplitInfo.ToV2` method return `nil`
when called on `nil`. Document that `NewSplitInfoFromV2`
function return `nil` when called on `nil`. Write
corresponding unit tests.
