FrostFS API documentation and proto files declaration

NeoFS introduces object LOCKs - a mechanism for locking an object from, for example, deletion. Object locks are implemented and stored in the container as objects, so there is a need to define a new type of system objects. Add `LOCK` value to `ObjectType` enum. NeoFS API language-agnostic protocol definitions
Overview
NeoFS-API repository is the basis for language-specific libraries, e.g.:
Those libraries contain compiled protocol buffers definitions, wrapped with language-specific code. Use them to integrate applications with NeoFS.
This repository contains:
- protocol buffers packages
- auto-generated docs for protocol buffers
