Add VERSION file with v0.5.0 contents.

Do we need VERSION file in library repository?
VERSION file is used during app building process. We have to pass version number to a compiler. Ususally we take version from the git, but .git folder might be missing sometimes (e.g. when downloading source code from release page). In this case VERSION file is used.

I suppose in frostfs-crypto there is no need in VERSION file.
