Added frostfs-locode-db CLI utility that can generate and view UN/LOCODE database files. Go package git.frostfs.info/TrueCloudLab/frostfs-node/pkg/util/locode copied to this repository to eliminate interdependency between frostfs-node and frostfs-locode-db projects.
