[#1711] adm: Implement local client's methods

Implement methods that `actor.Actor` requires:
1. `InvokeFunction` -- wrapper over `InvokeScript`
2. `GetVersion` returns default struct
3. `CalculateNetworkFee` copied and simplified from Neo-go server side.
