[#1143] shard: Introduce explicit Degraded
mode
`Degraded` mode is set automatically after error counter is over the threshold. `ReadOnly` mode can still be set by an administrator. Signed-off-by: Evgenii Stratonikov <evgeniy@nspcc.ru>
