frostfs-cli control list-targets returns rpc error if no any targets in the local overrides

Expected Behavior

According to #1012
If targets are not found, then frostfs-cli control list-targets has to output:

Local overrides are not defined for any target.

Current Behavior

It outputs

rpc error: rpc error: code = NotFound desc = chain not found: global namespace bucket not found: ingress

`frostfs-cli control list-targets` returns `rpc error` if no any targets in the local overrides ## Expected Behavior According to https://git.frostfs.info/TrueCloudLab/frostfs-node/issues/1012 If targets are not found, then `frostfs-cli control list-targets` has to output: ``` Local overrides are not defined for any target. ``` ## Current Behavior It outputs ``` rpc error: rpc error: code = NotFound desc = chain not found: global namespace bucket not found: ingress ```
