If PR #820 in frostfs-node is ready, we can start using policy contract interface: after PR #24 has been merged we can make ChainRouter to use chains from policy contract instread in-memory implementation.

To check the work we need to prepare frostfs-adm for this

If [PR #820](https://git.frostfs.info/TrueCloudLab/frostfs-node/pulls/820) in `frostfs-node` is ready, we can start using policy contract interface: after [PR #24](https://git.frostfs.info/TrueCloudLab/policy-engine/pulls/24) has been merged we can make `ChainRouter` to use chains from policy contract instread [in-memory implementation]( https://git.frostfs.info/TrueCloudLab/frostfs-node/src/commit/0f45e3d344da440797800c4adaa3f90f4e7c787b/cmd/frostfs-node/config.go#L990). To check the work we need to prepare [frostfs-adm](https://git.frostfs.info/TrueCloudLab/frostfs-node/issues/834) for this
