Both are enabled in the first stages of initialization, however the listening can not happen immediately.
I have catched a situation where notary deposit invoke is the last line in logs (consensus wasn't working), but there was no listening pprof endpoint even though it was enabled.

Also, in the situation from OP we have messages about ongoing tree synchronization, which is misleading.
