`NetworkConfiguration` represents NeoFS network configuration stored in the Sidechain. In previous implementation the configuration missed flag of disabled homomorphic hashing. Add `NetworkConfiguration.HomomorphicHashingDisabled` boolean field. Decode the field in `Client.ReadNetworkConfiguration` method. Print this value in `netmap netinfo` command of NeoFS CLI.
