[#9999] client: Use DialTimeout for gRPC dial

After removing `grpc.Dial` from client `DialTimeout` used only if
custom dialer provided. Client uses `BalanceOf` instead of `grpc.Dial`,
so it is required to use `DialTimeout` to not to use RPC timeout.
