rpcclient: fix WS-client unsubscription process
...
Do not block subscribers until the unsubscription request to RPC server
is completed. Otherwise, another notification may be received from the
RPC server which will block the unsubscription process.
At the same time, fix event-based waiter. We must not block the receiver
channel during unsubscription because there's a chance that subsequent
event will be sent by the server. We need to read this event in order not
to block the WSClient's readloop.

It makes sense in general (further narrowing down the time window when
transactions are processed by consensus thread) and it improves block times a
little too, especially in the 7+2 scenario.

core: accept two-side channels for sub/unsub, read on unsub
...
Blockchain's notificationDispatcher sends events to channels and these
channels must be read from. Unfortunately, regular service shutdown procedure
does unsubscription first (outside of the read loop) and only then drains the
channel. While it waits for unsubscription request to be accepted
notificationDispatcher can try pushing more data into the same channel which
will lead to a deadlock. Reading in the same method solves this, any number of
events can be pushed until unsub channel accepts the data.

core: move basic chain creation into a package of its own

This allows to reuse it across different packages.
testchain can't be used because of circular dependencies.
Init() is not changed except for filepath.Join() use instead of direct string
appends which is a better approach anyway. rootpath is required because
current directory will change from package to package.

compiler: remove CompileWithDebugInfo

It is a simple wrapper over `CompileWithOptions` which we don't really
need. Custom options can be specified explicitly instead of using some
random default. This default was introduced in 1578904da
, however tests
written there use `CompileWithOptions` and all other tests
pass on that commit even without this default.

core, rpc: use Seek to iterate over NEP* transfers

The results are controversial a bit. MemoryPS is a special storage
and the new approach doesn't help it to iterate through NEP17 transfers.
However, on long distances (if transfers are requested for more than
1000 blocks, which is ~4.1 hours of mainnet chain) both LevelDB and
BoltDB perform good enough with the new approach. Taking into account
the fact that default value for the query period of `getnep17transfers`
RPC handler is a week (~40K mainnet blocks) we can sacrifice MemoryPS
performance in favour of BoltDB and LevelDB optimisation.
Close #2263 .

network: remove priority queue from block queue

Use circular buffer which is a bit more appropriate. The problem is that
priority queue accepts and stores equal items which wastes memory even in
normal usage scenario, but it's especially dangerous if the node is stuck for
some reason. In this case it'll accept from peers and put into queue the same
blocks again and again leaking memory up to OOM condition.
Notice that queue length calculation might be wrong in case circular buffer
wraps, but it's not very likely to happen (usually blocks not coming from the
queue are added by consensus and it's not very fast in doing so).
