Do not use the updated contract state from native Management to perform
permissions checks. We need to use the currently executing state
instead got from the currently executing VM context until context is
unloaded.

This method returns persisted block height and doesn't take into account
persisting block height. Some of the callers of this method relay on
the wrong assumption that BlockHeight() returns persisting block index.
Fix improper usages of this method and adjust tests. Ref.

Everywhere including examples, external interop APIs, bindings generators
code and in other valuable places. A couple of `interface{}` usages are
intentionally left in the CHANGELOG.md, documentation and tests.
We don't use all of the Stack functionality for it, so drop useless methods
and avoid some interface conversions. It increases single-node TPS by about
0.9%, so nothing really important there, but not a bad change either. Maybe it
can be reworked again with generics though.
It also brings ToStackItem to Block and Transaction, previously this was
avoided to separate block and transaction packages from VM. But turns out
`transaction` depends on `stackitem` already, so this makes little sense (but
can be shuffled in another way if needed).
Context.Container is still a hash.Hashable because we have a number of
occasions (header or MPT root verification) where there is no ToStackItem
implementation possible. Maybe they can go with `nil` Container, but I don't
want to have this risk for now.
Oracle responses must use the same set of signers as oracle requests even
though the transaction itself is signed by oracle nodes/contract.
We can probably improve interop.Context by removing Tx field completely and
adding more functionality to Container, but it's not very convenient for
VerifyWitness and will require adding more stub-like methods for Block, so Tx
is used for now (and we do have it in every relevant case).
See neo-project/neo#2622. The implementation is somewhat asymmetric (and not
very efficient) for binary/JSON encoding/decoding, but it should be
sufficient.
Add transaction hash, print contract hash in LE (as all user-facing functions
do) and don't double-quote the message, zap already does quoting of its own.
It's not network-tied any more, network is only needed to
sign/verify. Unfortunately we still have to keep network in consensus data
structures because of dbft library interface.

runtime.CheckHashedWitness can only be used for transaction
verification, the other two options from reference implementation (block
and consensus payload) have separate methods for verification.
