b35f351f0b interop: add contract storage limits 
Users of NeoGo interop package may have a demand to use these limits
for custom purposes, it would be nice to have them as constants.

6b21ad9922 *: replace interface{} with any keyword 
Everywhere including examples, external interop APIs, bindings generators
code and in other valuable places. A couple of `interface{}` usages are
intentionally left in the CHANGELOG.md, documentation and tests.

84bf87df52 core: adjust System.Storage.PutEx interop 
Part of #1055.

Added System.Storage.PutEx to compiler. Added StorageFlag in order to
denote whether item is constant or not.

d81d826bfc core: fix Storage.Get to return Null when there is no value 
Match C# implementation and fix state inconsistency at block 249920 of
preview2 testnet. Make our Go Storage.Get return nil and adapt
examples/tests.

a1e3655560 interop: move into pkg/interop, replace pkg/vm/api 
neo-storm has developed more wrappers for syscall APIs, so they can and should
be used as a drop-in replacement for pkg/vm/api. Moving it out of vm, as it's
not exactly related to the VM itself.
