core: adjust native Notary withdraw call flags
...
It changes states and calls `transfer` method of GAS which emits `transfer`
notification, so it requires States | AllowCall | AllowNotify, i.e. the
widest permission.

1. `System.Contract.CallNative` expects version on stack.
2. Actual method is determined based on current
instruction pointer.
3. Native hashes don't longer depend on NEF checksum.
