aa886f67ce core: use dao-binded cache for native contracts 
All native cached values are binded to DAO, so that it's possible
to properly handle historic calls.

cda1c75db3 core: drop GetStandBy* methods 
They're misleading now that we have variable number of committee
members/validators. The standby list can be seen in the configuration and the
appropriate numbers can be received from it also.

d6bd6b6888 native: drop Refuel method from GAS 
It can be used to attack the network (amplifying DOS), so it's broken
beyond repair. This reverts ac601601c1.

64c780ad7a native: optimize totalSupply operations during token burn/mint 
We burn GAS in OnPersist for every transaction so some buffer reuse here is
quite natural.

This also doesn't change a lot in the overall TPS picture, maybe adding some
1%.

5c65d33439 native: move required balance check to token contracts 
Which duplicates the check, but deduplicates error path. This check forced
double balance deserialization which is quite costly operation, so we better
do it once.

It's hardly noticeable as of TPS metrics though, maybe some 1-2%%.

e8bed184d5 core: implement dynamic NEP17 balances tracking 
Request NEP17 balances from a set of NEP17 contracts instead of getting
them from storage. LastUpdatedBlock tracking remains untouched, because
there's no way to retrieve it dynamically.

58ab3b5ad1 core: get native nep17 balance from contract storage 
Not from DAO's items with storage.STNEP17Balances prefix, because
changes are reflected there only after notifications processing. And
this happens only after the transaction script is executed, but there
might be cases when we need to get the balance that was updated
earlier during the same transaction processing.

Affects storage dumps.

f9f1fe03b2 core: refactor native call 
1. `System.Contract.CallNative` expects version on stack.
2. Actual method is determined based on current
   instruction pointer.
3. Native hashes don't longer depend on NEF checksum.

ac527650eb native: add Ledger contract, fix #1696 
But don't change the way we process/store transactions and blocks. Effectively
it's just an interface for smart contracts that replaces old syscalls.

Transaction definition is moved temporarily to runtime package and Block
definition is removed (till we solve #1691 properly).

2fee69f26f core: add missing onPersist and postPersist methods to natives 
Although not every contract is persisted (see
https://github.com/neo-project/neo/blob/master/src/neo/Ledger/Blockchain.cs#L94)
we have to add `onPersist` and `postPersist` methods to every
native contract in order to display them in manifest for users and
follow C# behaviour. In C# there are `onPersist` and `postPersist`
methods in base native contract class, see
https://github.com/neo-project/neo/blob/master/src/neo/SmartContract/Native/NativeContract.cs#L141
and
https://github.com/neo-project/neo/blob/master/src/neo/SmartContract/Native/NativeContract.cs#L148

0e2784cd2c always wrap errors when creating new ones with fmt.Errorf() 
It doesn't really change anything in most of the cases, but it's a useful
habit anyway.

e5f05790d5 core: cache standby validators in the Blockchain

39dfebccc4 core: no longer treat sysfee as claimable 
As it's not on Neo 3, it just gets burned and that's it. Only network fee is
being redistributed to CNs.
