encoding: panic on nil slice
...
After `state.StorageItem` became a slice of bytes
we no longer panic on accessing `si.Value`. This helps
to ensure that nothing was broken. Providing `nil` to `FromBytes`
is probably an error anyway.

remove github.com/pkg/errors from dependencies

It's not needed any more with Go 1.13 as we have wrapping/unwrapping in base
packages. All errors.Wrap calls are replaced with fmt.Errorf, some strings are
improved along the way.
