aarifullin 4d8242584a [#25] engine: Refactor LocalOverrideStorage
* Make LocalOverrideStorage methods to receive Target type
  instead resource
* Refactor unit-tests and dependencies
* Make default chain router check local overrides not
  only for container but also for namespaces
