docs: Note that Scaleway C14 is deprecating SFTP in favor of S3
This updates the documentation to reflect the new C14 Cold Storage API works with S3 and not with SFTP any more. See: https://github.com/rclone/rclone/issues/1080#issuecomment-1082088870
