This switches between storing chunks in a separate container suffixed
with `_segments` (the default) and a directory in the root
`.file-segments`)
By default the `.file-segments` mode will be auto selected if
`auth_url`s that require it are detected.
If the `.file-segments` mode is in use then rclone will omit that
directory from listings.

Includes adding support for additional size input suffix Mi and MiB, treated equivalent to M.
Extends binary suffix output with letter i, e.g. Ki and Mi.
Centralizes creation of bit/byte unit strings.
This makes sure that partially uploaded large files are removed
unless the `--swift-leave-parts-on-error` flag is supplied.

When using the VFS with swift and --swift-no-chunk, PutStream was
returning objects with size -1 which was causing corrupted transfer
messages.
This was fixed by counting the bytes transferred in a streamed file
and updating the metadata with that.
