Leonard Lyubich d2d4191868 [#1680] morph/netmap: Support HomomorphicHashingDisabled config ... `NetworkConfiguration` represents NeoFS network configuration stored in the Sidechain. In previous implementation the configuration missed flag of disabled homomorphic hashing. Add `NetworkConfiguration.HomomorphicHashingDisabled` boolean field.
