core: change block.ConsensusData to neo3 format

1. Dropped `Base.ConsensusData` block field

2. Added `Block.ConsensusData` field with `Nonce` and `PrimaryIndex`

3. Removed "Neo.Header.GetConsensusData" and
"AntShares.Header.GetConsensusData" interops
