rpc/client: add Close method
Allow to close unused network connections and use it during RPC broadcaster
shutdown, because otherwise we leak them.

It can be http://, it can be https://, it's not up to rpcbroadcaster to change
it in any way.

oracle: split broadcaster into parts
1. Generic parallel sending part can be reused by state service.
2. Specific oracle marshaling is implemented on top of (1).
