rpcsrv: define GetSignersWithWitnesses on a pointer
...
Nil receiver can be properly handled and all other `Param`'s mathods
are defined on a pointer.

Everywhere including examples, external interop APIs, bindings generators
code and in other valuable places. A couple of `interface{}` usages are
intentionally left in the CHANGELOG.md, documentation and tests.

`server` is not a good package name and it's an internal service, so it can be
just about anywhere.
