This reverts commit 37ca96c20b and a part of
7945097543, we need 0.98.2 release to be
3.1.0-compatible and this one breaks the testnet.

37ca96c20b interop: use All flags for management deploy and update calls 
Unfortunately, tests will fail after this commit, but it needs to be done in
order to update interop dependency afterwards. Fixes #1990.

f9f1fe03b2 core: refactor native call 
1. `System.Contract.CallNative` expects version on stack.
2. Actual method is determined based on current
   instruction pointer.
3. Native hashes don't longer depend on NEF checksum.
