Richard Scothern	48a2010ac3	Allow conditional fetching of manifests with the registry client. ... Add a functional argument to pass a digest to (ManifestService).GetByTag(). Stephen J Day	adaa2246e7	Move testutil package to top-level ... Since the common package no longer exists, the testutil package is being moved up to the root.
