8fe4ca4038 Option to configure proxy cache TTL 
Currently when registry is run as proxy it tries to cleanup unused blobs
from its cache after 7 days which is hard-coded. This PR makes that
value configurable.

d549a5cc37 Prefer daemon.json over command-line flag 
Using a daemon configuration file is preferred over
using command-line flags, as it allows reloading
this configuration without restarting the
daemon.
