build: unify uploading in CI and add artifacts to Azure Pipelines
...
- remove compile_all step as we compile everything in the release step
- rename travis_beta to beta
- split into upload_beta and make depend on rclone
- use latest OSes in pipelines build
- Add workaround for cmd/mount tests lockup from #3154
