network: broadcast messages, enqueue packets
Drop EnqueueP2PPacket, replace EnqueueHPPacket with EnqueueHPMessage. We use Enqueue* when we have a specific per-peer message, it makes zero sense duplicating serialization code for it (unlike Broadcast*).
