Make storage node to return `NODE_UNDER_MAINTENANCE` status
error on each local object operation if the node is in `MAINTENANCE`
mode.
Pass `apistatus.NodeUnderMaintenance` to `StorageEngine.BlockExecution`
during `ControlService.SetNetmapStatus` RPC processing.

After recent changes `MAINTENANCE` state is reflected in the Sidechain.
Storage node should switch its state to "maintenance" during serving the
`ControlService.SetNetmapStatus` RPC with correspoding status in the
request.
Call `UpdatePeerState` operation of Netmap contract's client in
`control.NodeState` provider on Storage node app side. The op is
executed if `BlockExecution` on local object storage is succeeded.

After recent changes network configuration stored in the Netmap contract
of the NeoFS Sidechain contains `MaintenanceModeAllowed` flag. There is
a need to support this value in Storage node application.
Make `NetmapService.NetworkInfo` RPC server of the storage node to set
`MaintenanceModeAllowed` flag according to corresponding value in the
Sidechain.

`NetworkConfiguration` represents NeoFS network configuration stored in
the Sidechain. In previous implementation the configuration missed flag
of disabled homomorphic hashing.
Add `NetworkConfiguration.HomomorphicHashingDisabled` boolean field.
Decode the field in `Client.ReadNetworkConfiguration` method. Print this
value in `netmap netinfo` command of NeoFS CLI.

In previous implementation storage node interpreted all status values
sent in `SetNetmapStatus` RPC as `OFFLINE` except `ONLINE` and
`MAINTENANCE`. This could lead to incorrect processing of new values,
and also didn't allow detection of problems with sending garbage values.
Make implementation of `NodeState` interface used by Control API server
to deny requests with statuses other than protocol-declared enum.

Add `subnet` sub-section to `node` section of storage node config. Add
`entries` value which allows to enumerate subnets for entrance. Add
`exit_zero` value which allows to not enter zero subnet.

There is a need to block execution of local object storage operations if
node is put into maintenance mode (resume if the node is taken out of
maintenance mode).
Call `BlockExecution` method if `ControlService.SetNetmapStatus` was called
with `MAINTENANCE` status. Call `ResumeExecution` if it was called with
another status.

SN tries to keep 1:3 proportion of GAS and
notary balances respectively. If that proportion
has been messed(means that notary balance is
lower than required) it sends half of its
GAS balance to the notary service.

Storage node should not try to register itself in network in relay mode.
Implement `needBootstrap` method which checks if node need to bootstrap.
Call `bootstrap` method in `bootstrapNode` function only on true return.
Skip re-bootstrap logic in new epoch event handler on false return.
Return an error if `ControlService.SetNetmapStatus` is called on relay
node.

Config `NodeInfo` should be used for bootstrap. Separete local node info and
netmap one. Return configured `NodeInfo` if structure from netmap is
missing.

Implement function `fatalOnErrDetails` similar to `fatalOnErr` but accepting
string details that are written to log output. Use the function everywhere
in application code without wrapping in an if-else statement.

Wrap functions at `pkg/errors` return nil if error argument
was nil. fmt.Errorf always returns error so we need to add

From now non-relay node always sends re-bootstrap transaction every 2 epochs
starting from the boot-up epoch.

Application can be shut down often, it is undesirable to send status changes
on a transaction every time. Control API should be used before shutdown for
this purpose.

Control service turns storage node to online and offline modes. We can't
reuse `cfgNetmap.reBootstrapEnabled` because it represents configuration
value while control service manages state in runtime.

Update node network status via update status by getting the latest network
map and finding the node in it. This step is performed at the start of the
application and upon notification of a new epoch.

Implement HealthChecker on node app structure. Set health status to ONLINE
after node boot. Set health status to OFFLINE on shutdown.
