Leonard Lyubich fc177c4ce3 service: change constant errors
This commit:

  * moves defined errors to a separate file;

  * renames ErrEmptyToken to ErrNilToken;

  * merges ErrZeroTTL and ErrIncorrectTTL into single ErrInvalidTTL.
