Expected Behavior

Frostfs-ir should work without restarting on pure storage nodes (nodes which hasn't alphabet role)

Current Behavior

мар 28 11:13:27 nash frostfs-ir[6982]: could not calculate side notary deposit amount: zero gas balance, nothing to deposit
мар 28 11:13:27 nash systemd[1]: frostfs-ir.service: Main process exited, code=exited, status=1/FAILURE
мар 28 11:13:27 nash systemd[1]: frostfs-ir.service: Failed with result 'exit-code'.

Possible Solution

Steps to Reproduce (for bugs)

running bootstrap procedure on cluster with at least 12 nodes (on pure storage nodes you will see frostfs-ir error)
