After #257 and #259 use new policy engine package to parse resourse-based policies and set it in the local cache and in the contract.

After https://git.frostfs.info/TrueCloudLab/frostfs-s3-gw/issues/257 and https://git.frostfs.info/TrueCloudLab/frostfs-s3-gw/issues/259 use new policy engine package to parse resourse-based policies and set it in the local cache and in the contract.

Shouldn't we rework all eacl related operation (e.g. https://docs.aws.amazon.com/AmazonS3/latest/API/API_PutBucketAcl.html) ?

It would be great, but I suppose we can do it separately, can we? Just in case of some issues with policy workflow which may occur.
